Assessing the OSCE Toolbox: Opportunities for a safer Europe

For nearly 50 years, the OSCE has developed a toolbox to address security challenges across wider Europe. However, Russia’s invasion of Ukraine has dismantled Europe’s existing security architecture, rendering many OSCE tools ineffective. Former ELN Policy Fellow Katia Glod argues that in spite of this, a resurgence of political commitment could reinvigorate the OSCE’s tools, enabling them to be adapted to current challenges. This report recommends concrete actions to be undertaken by the OSCE to improve the efficacy of its toolbox.

NATO’s revival of collective defence and the challenge of national commitments

As leaders gather in Washington for a three day summit to mark NATO’s 75th anniversary, ELN Senior Associate Fellows Nicholas Williams and Simon Lunn analyse the re-emergence of collective defence as a priority within the alliance, and what it means for national governments. The paper argues that NATO’s regional plans should be the subject of parliamentary scrutiny by individual national parliaments to ensure that national commitments to NATO are consistent with the resources and political aims of their respective countries.

Year two of the invasion: Where do former Soviet countries stand?

After Russia’s invasion of Ukraine in February 2022, governments in the former Soviet Union were immediately forced to deal with difficult geopolitical realities. In this report for the ELN, YGLN member Daniel Shapiro uses quantitative and qualitative analysis to show there is increased heterogeneity in geopolitical positioning among post-Soviet states and offers key lessons from this for Western policymakers.
