Network reflections: U.S.-Russia Summit

Trump and Putin are due to meet on Friday to discuss ending the war in Ukraine. In light of the EU leaders’ statement of 12 August that any deal must respect Ukraine’s sovereignty and involve Kyiv, we asked ELN network members what can and what should European governments do to ensure that Washington and Russia act upon those principles? How can the EU influence the outcome of the bilateral talks, sustain transatlantic unity, and prepare for different possible outcomes?

Moving beyond condemnation: European nuclear diplomacy in Africa in the wake of Russia’s full-scale invasion of Ukraine

Many in Europe have felt frustrated by many African states’ equivocal posture on Russia’s full-scale invasion of Ukraine. However, Daniel Ajudeonu of the YGLN writes that African neutrality on the Ukraine war reflects economic realities, notably Russia’s growing role in African nuclear energy development. He argues Europe’s influence will remain limited unless it offers competitive, transparent, and development-oriented nuclear partnerships. Strategic cooperation in financing, technology transfer, and human capital could foster African alignment with European security priorities.

The recent mineral resources agreement between the US and Ukraine is more than just an isolated bilateral deal – it is part of a broader pattern unfolding across Eurasia as Western powers ramp up efforts to secure alternative sources of strategic raw materials in competition with China and Russia. Nikita Gryazin and Daniel Shapiro write that if the West hopes to offer a viable, sustainable alternative to the China-Russia axis, it must begin acting not as a set of competing actors but as a coordinated front.

Summit survival guide: How NATO’s June 2025 Summit can preserve the Alliance’s core values and interests

NATO’s upcoming Summit in The Hague comes at a key point in the Alliance’s history; Russia’s continued aggression against Ukraine, American impatience with European underspending on defence, and European fears of American withdrawal from collective defence all represent major threats. Former NATO Assistant Secretary General for Operations, Stephen Evans, and ELN Senior Associate Fellow former UK Ambassador to NATO, Sir Adam Thomson, argue that NATO’s history demonstrates it is capable of combining strength and flexibility in times of crisis. They argue for a ‘back to basics’ approach to ease internal tensions, strengthen partnerships and move towards a state of ‘managed co-existence’ with Russia.

From crisis to strategy: The OSCE and arms control in a divided Europe

Since Russia’s full-scale invasion of Ukraine in February 2022, the OSCE has faced a deep crisis. Russia and Belarus have violated key norms of the 1975 Helsinki Final Act, undermining the OSCE’s role in crisis management. Alexander Graef argues that breaking the impasse requires decisive political leadership and multi-level diplomacy. He also argues that growing military activities in Europe highlight the need for military-to-military contacts for managing escalation risks, in which the OSCE can facilitate necessary dialogues and support future monitoring activities as it has in the past.
