Xiaodon Liang

Senior Policy Analyst at the Arms Control Association (ACA)

Xiaodon Liang is the Senior Policy Analyst for nuclear weapons policy and disarmament at the Arms Control Association (ACA). His areas of work include U.S. nuclear weapons policy, the budget, the U.S. strategic relationships with Russia and China, and the intersection of nuclear weapons and emerging technologies. Xiaodon tracks and analyses U.S. spending on strategic weapons systems and spearheads ACA’s work with Congressional partners.

Xiaodon holds a PhD in International Relations from The Fletcher School of Law and Diplomacy, Tufts University, where he researched the politics of arms industry management in semi-industrialised countries. During his graduate studies, he was also a contributor to the World Peace Foundation’s research on the arms trade. Before that, Xiaodon was a research assistant with the political and security affairs team at the National Bureau of Asian Research, where, among other responsibilities, he helped coordinate Track II workshops on maritime conflicts and strategic stability. He began his career as an intern with ACA in 2011.
