General James E. Cartwright (US Marine Corps, retired) served as Commander, United States Strategic Command from 2004 to 2007 and Vice Chairman of the Joint Chiefs of Staff from 2007 to 2011, during which time he addressed issues including strategic deterrence, nuclear proliferation, missile defence and cyber security, and was a member of the Nuclear Weapons Council and Missile Defense Executive Board. He is currently the Harold Brown Chair in Defense Policy Studies at the Center for Strategic and International Studies.
