Ihor Samokhodskyi is a pioneering Ukrainian tech policy strategist and GovTech innovator. With over 13 years of experience, he has led landmark reforms in open data, telecommunications, and AI regulation, designing resilient policy systems that continued to serve millions of citizens even under wartime conditions. He specializes in EU-aligned digital governance and international regulatory frameworks.

As Head of Tech Policy at the Better Regulation Delivery Office (BRDO), Ukraine’s leading policy think and do tank, Ihor directs a team shaping national tech reforms in line with EU standards. His work has been featured in The New York Times, Forbes, and Deutsche Welle, and supported by the European Commission, USAID, GIZ, and the German Marshall Fund.

He is also the founder of Policy Genome, a platform for AI-enabled policy innovation. His projects ranging from EU Directive translators and judicial analysis systems to narrative-tracking tools- are piloted in Ukraine and developed as replicable models for global adoption. Ihor trains private and governmental policy teams on practical AI adoption, emphasizing low-resource, high-impact solutions for policymakers

The AI lens of cognitive warfare: Why LLMs language bias is a security risk

In a new study testing six leading AI models, YGLN member Ihor Samokhodskyi found that the language in which users ask AI chatbots questions about Russia’s war in Ukraine affects the likelihood that answers contain disinformation or propaganda. Samokhodskyi writes that this is a cognitive warfare problem that shapes how millions of users understand contested events. Europe needs to take three policy steps to address this.
