Harry Halem is Senior Research Fellow at Policy Exchange, Senior Fellow at Yorktown Institute, and a PhD candidate in International Relations at the London School of Economics. His research focuses on strategic assessment, the character of warfare, and the evolution of operational art, with a heavy focus on the Ukraine War. He holds an MA (Hons) in Philosophy and International Relations from the University of St Andrews, and an MSc (Distinction) in Political Theory from the London School of Economics. He is also a Title VIII US State Department Fellow with the Middle East Institute’s Black Sea program.
