Eoghan is an election observation Head of Mission on behalf of the Organisation for Security and Cooperation (OSCE) in Central Asia, the Caucasus and Europe. He is a former Minister for Housing, Planning and Local Government in the Government of Ireland (2017-2020), former Minister of State in the Department of Finance (2016-2017), and former Member of Parliament in Ireland (2011-2021).
Eoghan graduated from King’s College London with a Masters in International Relations in 2005 and began his international career working in arms control and disarmament with various NGOs and UN bodies, including at the Comprehensive Nuclear Test Ban Treaty Organisation in Vienna. He is a Marshall Memorial Fellow and published author.
